
Evaluation Standards for Excellent Foreign-Invested Enterprises
I. General Provisions
These Evaluation Standards are formulated to encourage foreign-invested enterprises to operate in compliance with the law, pursue innovation-driven development, fulfill their corporate social responsibilities, establish exemplary models of excellence, and contribute to the high-quality economic development of the Kingdom of Thailand.
These Standards apply to foreign-invested enterprises that are legally registered and operating in Thailand in accordance with applicable laws and regulations.
II. Evaluation Principles
The evaluation shall adhere to the principles of openness, fairness, impartiality, and merit-based selection. Enterprises will be comprehensively assessed based on their business performance, technological innovation, social contribution, corporate governance, and sustainable development.
III. Evaluation Criteria
(I) Lawful and Compliant Operations
- Strict compliance with all applicable national and local laws and regulations, with no record of major violations.
- Timely payment of taxes in accordance with the law, with no record of tax evasion or other tax-related misconduct.
- Establishment of sound internal management systems and standardized business operations.
- No major workplace safety accidents, significant environmental violations, or major product quality incidents.
(II) Economic Contribution
- Stable and sustainable growth in operating revenue, profitability, and asset scale.
- Significant contribution to government tax revenues.
- Promotion of upstream and downstream industrial development and regional economic growth.
- Continuous expansion of investment with a well-defined long-term investment strategy.
(III) Technological Innovation Capability
- Continuous investment in research and development (R&D).
- Ownership of independent intellectual property rights, patents, or core technologies.
- Promotion of digitalization, intelligent manufacturing, and green production.
- Products or technologies that demonstrate industry-leading standards and strong market competitiveness.
(IV) Corporate Social Responsibility
- Active creation of employment opportunities and protection of employees’ lawful rights and interests.
- Emphasis on employee training and career development.
- Active participation in charitable, educational, environmental protection, and other public welfare initiatives.
- Promotion of a positive corporate culture and contribution to social harmony.
(V) Green and Low-Carbon Development
- Demonstrable achievements in energy conservation and emissions reduction.
- Compliance with national and local environmental protection standards.
- Implementation of green manufacturing, circular economy practices, and cleaner production.
- Active implementation of Environmental, Social and Governance (ESG) principles.
(VI) Industry Influence
- Strong brand recognition and an excellent market reputation.
- Recipient of national-level honors or industry awards.
- Active participation in the development of industry standards or industry cooperation and exchanges.
- Positive contributions to international economic and trade cooperation, as well as technological exchange.
IV. Eligibility Requirements
Applicant enterprises shall, in principle, meet the following basic requirements:
- Be legally registered and have been operating continuously in Thailand for at least two (2) years.
- Maintain a good corporate credit record with no major legal or integrity violations.
- Maintain sound financial management systems and fulfill tax obligations in accordance with the law.
- Have no major workplace safety, environmental protection, or product quality liability incidents.
- Actively fulfill corporate social responsibilities and maintain a positive public image.
V. Selection Procedures
- Enterprise submits an application.
- Document review.
- Comprehensive evaluation by an expert review panel.
- On-site inspection, where necessary.
- Public announcement of the proposed award recipients.
- Final approval and conferment of the title “Excellent Foreign-Invested Enterprise.”
VI. Supplementary Provisions
These Evaluation Standards may be revised and updated from time to time in accordance with national policies, industrial development, and local economic conditions. The Thailand International Investment Promotion Association reserves the right to interpret these Standards.
Award-winning enterprises shall be subject to ongoing supervision and dynamic management. Where an enterprise is found, upon verification, to have submitted false information, committed major legal or regulatory violations, or caused significant adverse social impacts, the Thailand International Investment Promotion Association reserves the right to revoke the honorary title of “Excellent Foreign-Invested Enterprise.”
